Bungoma County has emerged as a leader in budget transparency, ranking third in the 2023 County Budget Transparency Survey (CBTS).

The survey recognized the county’s significant progress in making its budget-making process accessible to the public.

Bungoma County made all four quarterly budget implementation reports available for public scrutiny, a first in four years.

This commitment to transparency placed them at the forefront of budget implementation reporting among all counties.

The county’s score jumped from 52 points in 2022 to 79 points in 2023, reflecting their efforts to provide comprehensive and accessible budget documents.

The county was particularly commended for the detailed information provided on public participation opportunities.

Bungoma Governor Kenneth Lusaka speaking during the award ceremony in a Nairobi hotel, emphasized the importance of public participation in ensuring responsible use of public funds.

He urged the National Assembly to address corruption at individual levels instead of resorting to blanket rebukes of counties.

Bungoma County was also recognized for providing clear justifications for public input incorporated into the budget and for outlining how such input influenced final decisions. This transparency strengthens public trust and demonstrates the impact of citizen engagement.

Timely publication of all key budget documents was another factor contributing to Bungoma’s high ranking.
International Budget Partnership Kenya (IBP)highlighted this practice as essential for effective decision-making and maintaining transparency.

Bungoma County’s exceptional performance in the CBTS 2023 serves as a model for other counties striving to achieve greater transparency and accountability in public finance.
