In a strategic move to enhance safety and security within Kenya’s mining industry, Principal Secretary for Mining, Elijah Mwangi, led senior officials in high-level discussions with the National Counter-Terrorism Center (NCTC) to explore collaborative efforts in capacity-building and sensitization of mining stakeholders. The focus of the meeting was on the safe procurement, storage, and utilization of commercial explosives—a critical component in quarrying and other extractive activities across the country.
With the increasing use of explosives in mining, ensuring their responsible handling has become a national priority. The talks centered on joint strategies that the State Department for Mining and NCTC could implement to bolster surveillance, monitoring, and documentation of explosives used in the industry. The goal is to ensure that every stage of explosive management—from acquisition to deployment—is strictly regulated and tracked, preventing potential misuse or security threats.
During the discussions, officials underscored the critical role of training and sensitization for miners, suppliers, and other industry stakeholders. The government seeks to equip them with technical knowledge on proper handling procedures, compliance with existing laws, and risk mitigation measures. Given the nature of explosives, even a minor lapse in handling can result in catastrophic accidents, environmental hazards, or even security breaches.
A key highlight of the meeting was the regulatory framework governing explosives, specifically the Explosives Act, which provides strict guidelines on the purchase, transportation, storage, and use of explosives in Kenya. The Act mandates that only licensed individuals and companies handle commercial explosives and that stringent security measures be observed at all times. However, with evolving security concerns, there is a need to strengthen enforcement mechanisms to ensure full compliance and deter illegal activities.
To enhance oversight, the two agencies discussed the potential deployment of advanced tracking technologies that would allow authorities to monitor the movement and use of explosives in real time. This would not only help curb illegal trade but also prevent explosives from falling into the wrong hands. Additionally, the importance of inter-agency collaboration with law enforcement, local governments, and mining associations was emphasized as a key pillar in ensuring the safe and sustainable use of explosives in the sector.
This partnership reflects the government’s commitment to promoting responsible mining practices, ensuring public safety, and reinforcing national security. By strengthening these measures, Kenya aims to protect communities, prevent illicit use of explosives, and support a thriving, well-regulated mining industry that benefits both investors and the country at large.
