PS Dr. Salome Beacco Inaugurates Committee to Facilitate Police Clearance Certificates for Rehabilitated Ex-Offenders

 



Efforts to help rehabilitated ex-offenders secure police clearance certificates received a significant boost on Thursday with the inauguration of a committee aimed at addressing the challenges preventing reformed individuals from acquiring this essential document. The initiative is part of the government’s broader strategy to assist former offenders in reintegrating into society and securing employment.

Dr. Salome Beacco, Principal Secretary in the State Department for Correctional Services, officiated the formation of the committee, emphasizing the importance of finding solutions to existing barriers that have hindered reformed ex-offenders from obtaining police clearance certificates. These certificates are often required for various employment opportunities, and the PS noted that their acquisition could play a key role in enabling rehabilitated individuals to rebuild their lives.

"The committee's work is crucial as it will examine gaps that have derailed the quest for reformed ex-offenders to get clearance," said Dr. Beacco. She highlighted that with the government's agenda to generate employment opportunities through the export of labor, facilitating access to police clearance certificates for rehabilitated offenders would be an essential step toward their successful reintegration into the workforce.

Dr. Beacco also outlined the ongoing reforms within the correctional system, which aim to equip offenders with essential skills and education, both formal and informal, to support their rehabilitation process. These reforms are designed to prepare ex-offenders for successful reintegration into society and to ensure they can contribute positively to their communities.

The newly inaugurated committee will be tasked with reviewing global best practices, current legal frameworks, and challenges related to issuing police clearance certificates for reformed ex-offenders. The committee is also expected to deliberate on key considerations for issuing "nil" certificates, which would indicate that an individual has no criminal record, for submission to the National Council on the Administration of Justice.

The committee’s findings and recommendations will be presented to the National Council on the Administration of Justice at its next meeting, scheduled for February 18, 2025. Members of the committee include representatives from the State Department for Correctional Services, the Power of Mercy Advisory Committee, the Directorate of Criminal Investigations, the Attorney General’s office, and the National Council on the Administration of Justice.

The formation of this committee marks a significant step in the government’s efforts to support the rehabilitation and reintegration of ex-offenders, aligning with the broader goal of ensuring that every individual has a fair opportunity to contribute meaningfully to society.
