Principal Secretary of the State Department for Citizen Services, Julius Bitok, recently concluded a successful working tour of the Dadaab Refugee Camp, where he met with key stakeholders to review ongoing efforts aimed at enhancing the lives of refugees through socioeconomic integration. This visit is part of the government's broader initiative to improve the living conditions of refugees while fostering a collaborative environment between refugees and host communities.
The highlight of the visit was a series of discussions on the Shirika Plan, an innovative program designed to improve the socioeconomic status of refugees by promoting their integration with the local communities. The Shirika Plan aims to create opportunities for refugees to contribute meaningfully to their host societies, offering them access to education, employment, and essential services that help to build self-reliance and strengthen community ties.
In his meetings, Principal Secretary Bitok engaged with national administration officers, the Department of Refugee Services, the National Registration Bureau (NRB), civil registration officers in the Dadaab sub-county, and representatives from humanitarian agencies operating in the region, including the UNHCR. He commended their ongoing support and collaboration in the implementation of refugee-focused programs and services.
Among the prominent figures who participated in the discussions were Hon. Udgoon Siyad, Garissa Women Representative, and Hon. Yakub Adow, Member of Parliament for Bura Constituency. Mr. James Kianda, Secretary Administration, and Mr. Wanjau, Secretary of the National Registration Bureau, also contributed their insights on the importance of proper documentation and the registration of refugees. Additionally, Dadaab Camp Managers and Mr. William Ejalu, the UNHCR Head of Sub-office, were present to share their experiences and support for the program.
Principal Secretary Bitok highlighted the government's commitment to facilitating the smooth integration of refugees by ensuring they have equal opportunities to thrive in areas such as employment, healthcare, and education. The initiative, he noted, also emphasizes the empowerment of women and youth, who are often the most vulnerable within refugee communities.
"The Shirika Plan is a key pillar in ensuring that refugees are not only recipients of humanitarian aid but also active contributors to their host communities," said PS Bitok. "It is essential that we work together with local authorities, humanitarian partners, and the refugees themselves to create a supportive and inclusive environment where everyone can benefit."
The Principal Secretary reiterated that collaboration among all stakeholders, including national and local government agencies, international partners, and community-based organizations, is critical in ensuring the success of the Shirika Plan. He also expressed confidence that this initiative will pave the way for greater social cohesion and stability in Dadaab and beyond.
