Uasin Gishu County Governor, H.E. Dr. Jonathan Bii Chelilim EGH, welcomed a team assessing the progress of the Financing Locally-Led Climate Action (FLLoCA) Programme today, marking a key milestone in the evaluation of climate action projects across the county. The assessment aims to measure the success and sustainability of initiatives aimed at addressing climate change and supporting environmental resilience.
During the meeting, Governor Bii acknowledged the significant impact of the FLLoCA programme, particularly in the county's six sub-counties, and expressed his gratitude to the programme's funders for their continued support. He also highlighted the county's achievement of meeting its seed contribution to the County Climate Change Fund, a vital step in securing additional funding of 173 million shillings. These funds have been instrumental in the successful completion of several key projects, including the Laimaiwet Wetland Conservation, Lemoru Water Projects, Moisbridge River Nzoia Riparian Area Conservation, and the Chagaiya Water Projects, which have provided clean water to thousands of residents, schools, and hospitals.
“We are thankful to the funders for considering our great county in the programme,” said Dr. Bii. “These projects are a testament to the importance of climate action and its ability to improve the quality of life for our people. We are committed to ensuring that such initiatives continue to thrive.”
Despite early challenges, including delays in disbursements, Governor Bii remains optimistic about overcoming these hurdles in the upcoming funding cycle. He reaffirmed the county's commitment to advancing climate action and ensuring long-term sustainability for all related projects.
Deputy Governor H.E. Evans Kapkea also spoke to the team, emphasizing the importance of long-term support for climate action initiatives. He commended the county's progress in water conservation and environmental restoration and stressed the need for strategic planning to maintain this positive momentum.
County Executive Committee Member (CECM) for Water, Irrigation, Sanitation, Energy, Environment, Natural Resources, and Climate Change, Mr. Anthony Sitienei, expressed confidence in the success of the assessment process, pledging full cooperation with the assessment team to ensure the smooth evaluation of ongoing initiatives.
Chief Officer Mark Some underscored the importance of transparency and proper documentation in the assessment process, which he described as essential for securing continued funding under the FLLoCA programme. “The FLLoCA programme is critical in helping us meet our climate goals, and we will ensure that every document is in order,” he said.
Kipchumba Barno, the Director of Environment, Climate Change, and Natural Resources, also assured the assessment team of the county’s full commitment to complying with the required processes for the successful execution of the programme.
Mr. George Ogola, the lead for the Annual Performance Assessment, outlined that the assessment will focus on evaluating the progress of FLLoCA projects during the 2023/2024 period. He emphasized the importance of substantiating all information to ensure an accurate representation of the funds disbursed and spent.
The five-day assessment will include site visits to ongoing projects and evaluate several key performance indicators, including the budget provisions for the County Climate Change Fund, fund absorption rates, social resilience at the ward level, and the establishment of a Grievance Redress Committee (GRC), among others. The evaluation will also ensure that the county meets the necessary minimum conditions to continue receiving FLLoCA support, including compliance with the National Climate Change Action Plan (NCCAP) and the allocation of at least 1.5% of the county’s budget to climate change initiatives.
The results of the assessment will be pivotal in determining Uasin Gishu’s eligibility for future funding under the FLLoCA programme, which is crucial for the ongoing success of the county's climate change actions. With continued commitment from both county leadership and the community, Uasin Gishu is on track to maintain its progress toward achieving sustainable development and climate resilience.
The county's proactive engagement with the assessment team further underscores its dedication to building a climate-resilient future for its residents.
