Members of Parliament (MPs) in Kenya have called for full disclosure of the contract details between the government and the private company managing the e-Citizen platform, a critical online portal that facilitates access to over 16,000 government services. The demand for transparency arises from concerns about the platform's management and the government's control over its operations.
During a parliamentary session, MPs expressed shock upon learning that a private entity continues to oversee the e-Citizen platform, despite a court ruling two years ago affirming the government's ownership. The platform handles essential services such as passport applications, business registrations, and revenue collection, making its management a matter of public interest.
Minority Leader Opiyo Wandayi emphasized the need for clarity, stating, "We need to know who owns this platform, how they were contracted, and whether taxpayers are getting value for money."
The controversy intensified following an Auditor General’s report indicating that the government lacks full control over e-Citizen, despite it handling crucial services. Nandi Senator Samson Cherargei expressed his astonishment, remarking, "It is shocking that such a vital system is in private hands, and the government seems unaware of the contract details."
In response to these concerns, ICT Cabinet Secretary Eliud Owalo assured Parliament that the government is working to take full control of the platform. He stated, "We are reviewing all contracts to ensure the platform is fully government-owned."
The parliamentary committee has directed the National Treasury and the Immigration and Citizens Services department to present the contract on the management of the e-Citizen platform by next week. Committee Chairman Kimani Kuria emphasized the importance of transparency, stating, "We are assigning a day next week so that we can have a full engagement on that agreement."
As the investigation continues, MPs remain committed to ensuring that the management of the e-Citizen platform aligns with the principles of transparency and accountability, safeguarding public resources and enhancing the efficiency of government services.
