Cabinet Secretary for Education, Julius Migos Ogamba, graced the Thanksgiving Ceremony Day at Chebisaas Boys High School, where he issued a strong warning to school administrators across the country regarding the unlawful practice of withholding students' certificates.

Speaking at the event, CS Ogamba emphasized that no institution or individual is permitted to hold certificates that rightfully belong to students. He highlighted that this practice is a violation of both the Constitution, specifically Article 53, and the Kenya National Examination Act, which mandates the prompt release of certificates once students complete their studies.

"The holding of certificates is unlawful, and I urge all principals to comply with the directive to respect students' rights. Any principal found violating this rule will face both disciplinary and legal actions. We have given institutions a 14-day period to comply, and we will carry out an audit to ensure adherence," Ogamba stated.

The Education CS also addressed the issue of school capitation, acknowledging the delays in the timely disbursement of funds. He reassured the public that the government is working to improve the system to ensure that schools receive their funding as soon as the academic year begins. Ogamba pointed out that, despite some challenges this year, last year, the government was able to release capitation funds just two days before schools reopened. He expressed optimism that the process would improve in subsequent terms.

"We are working closely with the government to ensure that necessary resources are available as soon as schools open to minimize disruptions for both headteachers and students," Ogamba added.

The CS commended Chebisaas Boys High School for its impressive academic achievements, particularly the improved KCSE mean score, which he attributed to the hard work and dedication of both students and teachers. He also recognized the school's remarkable growth since its establishment in 1985, noting that Chebisaas Boys has the potential to evolve into a Triple-Pathway Senior School, offering programs in STEM, Social Sciences, and Arts & Sports Science.

"I encourage students to uphold discipline, excel academically, and participate in co-curricular activities. Teachers and parents must continue to guide and mentor students to help them become well-rounded individuals," Ogamba said.

Moiben Member of Parliament, Prof. Phyllis Bartoo, also attended the Thanksgiving ceremony and congratulated the Chebisaas Boys High School Class of 2024 on their exceptional performance. She praised the school’s dedication to academic excellence and the nurturing environment that contributed to the students' success.

"We are grateful for the outstanding results achieved by the 2024 candidates. These achievements bring pride to the school and serve as an inspiration to future generations. We pray that Chebisaas Boys High School continues to excel and produce well-rounded individuals who will contribute positively to society," Prof. Bartoo said.

The Thanksgiving Day ceremony was a reflection of the school’s ongoing success, celebrating the hard work and dedication of both the students and the teaching staff. The event served as a reminder of Chebisaas Boys High School's positive impact on its students and the wider community.
