Kenya’s Dual Training Policy: A Game Changer for TVET Education, Says Dr. Ekrah Ndung'u

 



Dr. Ekrah Ndung'u, Chairperson of the Kenya National Association of Private Colleges (KENAPCO), has hailed the recently approved Dual Training Policy by the Cabinet as a groundbreaking development for the Technical and Vocational Education and Training (TVET) sector. In an exclusive interview, Dr. Ekrah, a passionate advocate for TVET education, expressed her enthusiasm for the policy, emphasizing its potential to revolutionize the relationship between education and industry.

The Dual TVET policy, which integrates theoretical learning in TVET institutions with practical, on-the-job training in industries, aims to address the longstanding skills mismatch between education and the labor market. Dr. Ekrah explained that this innovative approach will significantly enhance students’ employability by equipping them with the practical skills and real-world experience required by industries.

“The Dual TVET policy in Kenya aims to bridge the gap between education and industry by integrating theoretical learning with hands-on experience. Students will spend a significant portion of their program duration – often 50% or more – working in real-world settings, applying classroom knowledge in practical environments,” Dr. Ekrah said. “This policy ensures that TVET curricula align with the dynamic needs of industries, producing job-ready graduates who are equipped to succeed in the workforce.”

Dr. Ekrah, who was actively involved in the formulation of the policy, underscored its significance in addressing the skills gap between what students learn in training institutions and what the industry demands. She noted that the policy strengthens the collaboration between TVET institutions and industry players, creating a robust framework for training that better prepares students for their future careers.

“This is a phenomenal milestone because it addresses the critical issue of skills mismatch. It also equips students with the competencies required for success in the workforce, making them more competitive in the job market,” Dr. Ekrah remarked.

The new policy encourages students to split their time between TVET institutions and companies, ensuring that both theoretical knowledge and practical, hands-on training are integrated. By doing so, the policy guarantees that all aspects of the curriculum – whether learned in the classroom or in the workplace – are certified and recognized.

One of the key benefits of the Dual TVET system, according to Dr. Ekrah, is its focus on job-readiness. Graduates will possess practical skills and experience, which significantly enhances their employability. The policy also ensures that training programs remain aligned with the evolving needs of industries, helping to foster industry relevance. Moreover, it promotes a deeper collaboration between TVET institutions and industry players, allowing for a more synchronized approach to workforce development.

Dr. Ekrah further stressed the importance of developing clear guidelines and standards for capacity building, both for TVET instructors and in-company trainers. She emphasized that the successful implementation of the policy requires comprehensive training for all stakeholders involved to ensure its effectiveness.

"As an association, KENAPCO, along with other TVET stakeholders, has been part of drafting the Dual TVET Policy. I recall the many weekends spent drafting the policy, working alongside our partners to ensure that it would address the needs of both students and the industry,” Dr. Ekrah concluded.

The new policy is expected to formalize dual training within the Ministry of Education’s framework and strengthen the country’s TVET system, which is pivotal to Kenya’s economic growth and development. With strong backing from TVET institutions and industry partners, the policy is set to open new doors for students, ensuring that Kenya’s workforce remains competitive in the global economy.
