Liaison Committee Kicks Off Examination of Supplementary II Estimates for FY 2024/25

 


The Liaison Committee, led by Hon. Gladys Boss (Uasin Gishu), today began reviewing the Supplementary II Estimates for the Financial Year 2024/25, presenting reports from twenty Departmental Committees. The session, which focused on the funding reallocations, transfers, and additional allocations for critical projects across various Ministries, Departments, and Agencies (MDAs), saw input from fifteen Committee Chairpersons.

Notable proposals included an increase in recurrent expenditure for the State Department of Energy, which was proposed by Hon. Vincent Musyoka (Mwala), Chairperson of the Committee on Energy. Musyoka recommended a Kshs. 72.8 million increase in recurrent funds, as well as a significant Kshs. 7.7 billion cut in development expenditure. He further requested additional funding of Kshs. 200 million for the electrification of public facilities, Kshs. 200 million for transformer installations in constituencies, and Kshs. 100 million for street lighting projects.

In health, Hon. (Dr) Robert Pukose (Endebess), Chairperson of the Health Committee, proposed reallocations within the two State Departments under its oversight. Pukose emphasized the need to prioritize critical areas and programmes, suggesting targeted funding for urgent health needs.

The Chairperson for the Sports and Culture Committee, Hon. Dan Wanyama (Webuye West), pushed for clearer coordination between the Ministries of Youth Affairs, Creative Economy, and Sports, and Defense. Wanyama asked that a report be tabled before the National Assembly detailing the working modalities, projected costs, and completion timelines for the construction of the CHAN and AFCON stadia, as well as the amounts spent to date. He also recommended operationalizing the National Heroes’ Fund and enhancing the royalty collection system for artists.

Hon. Marianne Kitany (Aldai), Vice-chairperson of the Trade, Industry, and Cooperatives Committee, called for a reinstatement of Kshs. 452 million for the State Department for Micro, Small, and Medium Enterprises (MSMEs), and Kshs. 455 million for the State Department for Investment Promotion under the Kenya Jobs Economic Transformation (KJET) project.

The Committee on Tourism and Wildlife, led by Hon. Kareke Mbiuki (Maara), proposed transferring Kshs. 900 million allocated to the Tourism Promotion Fund to Tourism Implementing Agencies, given the Fund's increased revenue collection. The committee suggested a reduction in the Supplementary II allocation for the Fund from Kshs. 5.081 billion to Kshs. 4.181 billion.

Hon. John Kiarie (Dagoretti South), Chairperson of the Communication, Information, and Innovation Committee, presented a list of unfunded priorities totaling Kshs. 566 million. Kshs. 321 million was earmarked for ICT infrastructure development, including internet services and alternative power solutions, while the remaining Kshs. 245 million was proposed for equipping media and ICT hubs across the country.

Other committees, including those on Defence, Intelligence, Foreign Relations, Justice, Legal Affairs, Lands, Blue Economy, Water, and Irrigation, also presented their reports and funding requests for various critical sectors. These recommendations will now be reviewed by the Liaison Committee as they determine the allocation of resources for the upcoming financial year.
