Principal Secretary for the State Department of Shipping and Maritime Affairs, Geoffrey Kaituko, had a heartfelt reunion with three legislative officers from the Turkana County Assembly, a team he personally recruited over a decade ago.
Gladys Long’orio, Cynthia Moru, and Brenda Mana, now seasoned legislative officers, paid a courtesy call to PS Kaituko at his office in Nairobi while attending the 5th County Assemblies Forum (CAF) Legislative Summit. The high-profile summit, which concluded today, brought together county lawmakers, policymakers, and stakeholders to deliberate on strengthening devolution and legislative governance across Kenya.
For Kaituko, this meeting was more than just a formal visit—it was a full-circle moment. As the first Speaker of the Turkana County Assembly when it was operationalized in 2013, he handpicked these officers as part of his founding team. Seeing them now, thriving in their roles, was a testament to the lasting impact of the foundation laid during his tenure.
“I still remember the day we brought them on board. They were young, full of promise, and eager to serve. Today, they are accomplished professionals shaping legislative processes in Turkana. It’s a proud moment for me,” Kaituko reflected.
The officers, in turn, expressed their gratitude to the PS for mentoring them in their early careers. Their participation in the CAF Legislative Summit reaffirmed their commitment to legislative excellence, equipping them with insights to refine governance back in Turkana.
The summit itself, a significant event in Kenya’s devolved governance landscape, provided a platform for county assemblies to exchange best practices, deliberate on pressing governance issues, and forge collaborations to enhance legislative efficiency.
