PS Mining Elijah Mwangi Joins Cabinet Secretary Hon. Ali Hassan Joho for Post-Mining Land Use Committee Meeting

Kwale, Kenya – The Principal Secretary (PS) for Mining, Elijah Mwangi, today joined the Cabinet Secretary (CS) for Mining, Blue Economy and Maritime Affairs, H.E Hon. Ali Hassan Joho, for a critical meeting with the members of the Post Mining Land Use (PMLU) Committee. The meeting aimed to review the ongoing progress and activities of the committee concerning the optimal utilization of Base Titanium's assets after the company exits Kenya’s mining sector in June 2025.

Base Titanium, the largest mining operation in Kenya, announced plans to cease its operations following the depletion of its mineral resources. With its formal exit scheduled for June 2025, the company will leave behind significant movable and immovable assets in Kwale County. The PMLU Committee, consisting of national and county government representatives, political leadership, local communities, and other stakeholders, is tasked with gathering views on the best way to utilize these assets in the long-term interest of the local population.

During the meeting, the CS for Mining extended the tenure of the PMLU Committee for an additional six months, until June 30, 2025, to allow the committee sufficient time to complete its mandate ahead of Base Titanium's exit. The extended period will provide ample opportunity for further public participation and the collection of memoranda from various stakeholders regarding the most effective use of the assets.

In line with its mandate, the committee will continue to process, collate, and review proposals from stakeholders regarding the optimal utilization of the assets left behind by Base Titanium. Public participation drives will also be scheduled to ensure that the local community and residents of mining zones have a voice in the decision-making process.

As Chair of the PMLU Committee, I am deeply encouraged by the members' passion and commitment to achieving positive results. Their engagement with various proposals reflects a shared goal of ensuring that the local community continues to benefit from the assets, even after Base Titanium’s exit,” said the Chair during the meeting.

Kwale County leaders present at the meeting included Hon. Senator Issa Boy Juma, Msambweni MP Hon. Feisal Abdalla, and Kwale County Assembly Majority Leader Hon. Hanifah Mwajirani. The leaders reiterated their support for the PMLU Committee's initiatives and expressed a shared interest in ensuring that the mining assets are used for the benefit of the community in the long term.

“We are committed to fully engaging with all stakeholders and adopting asset-utilization models that confer the greatest benefits to the community. It is crucial that we make decisions that will improve the livelihoods of the local residents and ensure sustainable development in the area,” said Hon. Ali Hassan Joho.

The PMLU Committee’s continued work and public participation efforts will be instrumental in shaping the future of Kwale County, ensuring that the exit of Base Titanium leaves a positive legacy for local communities.
