For thousands of children, youth and families across Kenya, the streets have become an unintended home. The Social Protection Committee, chaired by Hon. Alice Ng’ang’a, is determined to change this reality.
Lawmakers met with the Street Families Rehabilitation Trust Fund, represented by Hon. Mary Munene.
The Committee noted that the fund was established in 2003 to offer psychosocial support, education, skills training and talent development to help street families.
According to documents scrutinised by MPs, 13,744 individuals having been rescued, 15,053 receiving education and vocational training, and 11,308 being successfully reintegrated back into society. Additionally, 35 county chapters have been established to coordinate rehabilitation programs at the grassroots level.
Legislators' expressed deep concern over reports that wealthy individuals trafficking street families into the country, forcing them to work in street businesses under the pretense to offer them better lives.
Hon. Michael Wainaina voiced the urgency of addressing this issue and stated the dire need to apprehend the perpetrators. "We have to ensure those behind these heinous acts are apprehended and prosecuted in accordance to the law." he stated.
The Committee has pledged to involve all relevant agencies and the Executive to ensure an immediate crackdown on these criminal networks. Plans are underway to collaborate with law enforcement, child welfare organizations and immigration authorities to identify, arrest, and prosecute those responsible.
"Let’s collaborate with child welfare groups and disability organizations, as many cases are interconnected. A joint effort will be more effective." Said Hon. Susan Ngugi while emphasizing the need for a multi-agency approach to ensure lasting solutions.
The Committee resolved to develop a legislative proposal focused on street family rehabilitation.
Committee Chair, Hon. Alice Ng’ang’a stated, "Let’s restructure the plan. We should sample specific areas and focus aggressively on resolving the issue there, then that can serve as a blueprint for a nationwide solution. This Committee is committed to your vision. We have to achieve a Kenya free of street families."
