The Ethics and Anti-Corruption Commission (EACC) has arrested two senior officials from the Kisii County Assembly, Daniel Mbaka Omwoyo, the Deputy Clerk, and David Ondimu Kombo, the former Speaker, over their involvement in irregular and unlawful recruitment practices.
EACC investigations revealed that Mr. Omwoyo unlawfully appointed his niece, Ms. Everline Maraburi, as a Clerical Officer at the County Assembly without the required approval from the County Public Service Board and bypassing established recruitment procedures.
In addition, Ms. Maraburi was appointed as the Speaker’s Personal Assistant (PA) on permanent and pensionable terms, which violated the Salaries and Remuneration Commission (SRC) Regulations. These regulations stipulate that the Speaker may only appoint staff, including a PA, on a contract basis, not on permanent terms.
The former Speaker, Mr. Kombo, is accused of using his office to facilitate the appointment of Ms. Maraburi, thereby conferring an undue benefit upon her.
On Monday, Mr. Omwoyo was arrested and arraigned before Hon. Nyariki at Kisii Law Courts, where he pleaded not guilty to charges of abuse of office. He was granted bail with a cash option of KSh 50,000 or a bond of KSh 100,000 with a surety of the same amount.
The former Speaker, Mr. Kombo, is expected to be arraigned today to face similar charges of abuse of office. The EACC has pledged to continue pursuing investigations into corruption and illegal activities in government offices to ensure accountability and transparency.
This development comes amid ongoing efforts by the EACC to curb corruption in public offices and ensure that public service appointments adhere to the law and proper procedures.
