Ex-CS Justin Muturi Opens Pandora’s Box, Accuses President Ruto of Corruption and Underhand Deals



Former Public Service Cabinet Secretary Justin Muturi has set the political scene ablaze with explosive allegations against President William Ruto, accusing him of secretly engaging in corrupt dealings despite his public stance on fighting corruption. In a tell-all interview with NTV’s Fixing the Nation, Muturi made startling claims that Ruto, behind closed doors, is involved in shady billion-dollar deals that undermine his anti-corruption rhetoric.

Muturi, who served in Ruto’s Cabinet for the past two years, did not mince words, describing the president as a "dangerous character" and asserting that Ruto is "absolutely, very, irredeemably corrupt."

"I have no bitterness, this is simply my honest assessment," Muturi remarked, visibly passionate. "When I watched him talk to members of my Cabinet, saying he doesn’t want to see corruption, I thought, who is this person speaking?"

Muturi’s bold remarks go beyond mere opinion, as he claims to have witnessed firsthand how the president conducts business behind closed doors. His most startling accusation revolves around a Ksh.129 billion deal with Russian oligarchs, which he claims Ruto tried to fast-track in a way that would have bypassed the Treasury and violated legal processes.

According to Muturi, the controversial deal, which purportedly aimed to plant 3 billion trees in Kenya, was pushed aggressively by the president. Muturi recounts how, while attending COP 28 in Dubai, he received a call from Ruto instructing him to urgently sign the deal with the Russians at the airport.

“I landed in Dubai and received a call from Ruto, telling me the Russians were waiting at the airport for me to sign the documents. I declined, saying I needed to review the details in the office," Muturi recalled.

The former CS was adamant that such a large sum of money could only be funneled through the Treasury, not directly to a ministry, adding weight to his accusations of Ruto’s unscrupulous ways.

"He wanted me to sign an MoU for Ksh.129 billion, but I told him the money had to go through the Treasury, not directly to the Ministry. Every time Ruto comes up with a project, it's for moneymaking, always some ulterior motive," he added.

Muturi also revisited the infamous Arror and Kimwarer dam scandal, where the government secured a Ksh.63 billion loan from Italian company CMC di Ravenna, but the project was riddled with discrepancies, including inflated costs and questionable quality of work.

"I refused to sign off on the Arror/Kimwarer dams project," Muturi stated firmly. "I knew the Italians had been paid billions, but nothing had been done in Kimwarer. The report provided was faulty, and the project was a waste of resources."

He also recounted his personal involvement in high-stakes meetings related to the project. "Ruto held multiple meetings with the Italian Prime Minister and President. On three separate occasions, I was invited by the Head of Public Service to join the discussions. It was strange because the country was losing Ksh.38 billion on the project. They wanted me to sign off, but I refused."

Despite the gravity of his allegations, Muturi was quick to dismiss claims that his public fallout with Ruto stems from personal grudges. He made it clear that he has supporting documents on hand, ready to back his explosive claims with hard evidence, which he is willing to share in softcopy form.

"I’m not doing this out of bitterness. This is about accountability. I have the documents to prove everything I’m saying. And if the public wants to know the truth, I’m ready to reveal it," he said, standing his ground.

Muturi’s remarks come just weeks after he was dismissed from his Cabinet position in a recent reshuffle, with Mbeere North MP Geoffrey Ruku taking over the Ministry of Public Service. His bitter exit from the government appears to have been the catalyst for his decision to speak out, exposing what he claims to be corruption at the highest levels.

As Muturi’s exposé continues to send shockwaves through the political landscape, the questions now being asked are whether these serious allegations will be investigated further and what impact they will have on President Ruto’s reputation and his administration's future.
