Former Cabinet Secretary Justin Muturi Refutes Claims of Poor Performance, Says Dismissal Linked to Stance on Extrajudicial Killings

Former Public Service Cabinet Secretary Justin Muturi has strongly refuted claims that his dismissal from the Cabinet was due to poor performance or absenteeism from meetings. Instead, Muturi asserts that his removal was directly connected to his outspoken stance on extrajudicial killings and enforced abductions in the country.

In a statement, Muturi revealed that his persistent calls for the government to address the rising cases of enforced disappearances and unlawful executions led to tensions with the administration. He argued that his dismissal was a direct consequence of his efforts to highlight these human rights violations, which he believed were being ignored by the government.

“My reasons for missing Cabinet meetings are clear. One can conclude that raising concerns about abductions and extrajudicial killings is a highly sensitive issue for the President,” Muturi said.

Muturi further alleged that key allies of President William Ruto had been pushing for his removal due to his unwavering stance on these matters. He claimed that his efforts to bring these issues to the forefront were met with resistance from within the government.

The former Cabinet Secretary revealed that he had been invited to attend the last Cabinet meeting held on March 11 at State House but had deliberately chosen not to attend. According to Muturi, there was no indication that the agenda would include a discussion on extrajudicial killings or abductions—issues he had consistently tried to bring to attention during Cabinet sessions.

“I had written a third letter to the President on March 10, urging him to ensure that this critical issue was formally addressed in future Cabinet discussions. To date, the President has never responded to any of my letters on the subject,” Muturi stated. “This clearly indicates that the matter is not a priority for the President.”

Muturi’s remarks underscore growing tensions between him and the government over the handling of human rights abuses, particularly the controversial issue of enforced disappearances and extrajudicial executions. His statements have sparked a fresh debate on the government's commitment to addressing such concerns and whether dissenting voices within the administration are being sidelined.

As of now, the President’s office has not issued a public response to Muturi’s claims.
