In an exclusive statement, former Public Service Cabinet Secretary Justin Muturi has broken his silence, accusing President William Ruto of misleading Kenyans by presenting his nationwide tours as development missions. According to Muturi, these tours are, in fact, covert political campaigns aimed at strengthening Ruto’s hold on power ahead of the 2027 general elections.
In an impassioned address, Muturi set the record straight on his relationship with President Ruto, asserting that it was the president who approached him in 2022, not the other way around. Muturi emphasized that his decision to join Ruto’s campaign was driven by shared values, mutual trust, and a commitment to serving the nation with integrity.
"Let it be clear, I didn’t seek out President Ruto in 2022. He came to me and asked me to join his campaign," Muturi said. "It was a decision rooted in shared values, trust, and a commitment to serve this nation with integrity. At that time, I believed in the vision of transforming Kenya, and that vision was what motivated me to take up the challenge."
However, Muturi’s admiration for Ruto’s vision seems to have soured, as he accused the president of using his current tours as a political tool rather than a genuine effort to improve the lives of Kenyans.
"The President is misleading Kenyans by portraying his nationwide tours as development missions," Muturi continued. "In truth, these are nothing more than thinly veiled political campaigns aimed at boosting his chances in the 2027 elections. The people are being misled into believing that these trips are about development, but they are really about consolidating power for the next election."
Muturi’s remarks add fuel to the ongoing public debate about President Ruto’s political strategy and his administration's priorities. While Ruto’s tours have been framed as an effort to engage with citizens and promote government initiatives, Muturi’s criticism suggests a deeper, more political agenda behind the president’s travels.
The former CS also revealed that his disillusionment with Ruto grew over time, particularly as he witnessed what he described as a disconnect between the president’s public persona and his private actions. According to Muturi, this contrast between public declarations and private dealings ultimately led to his departure from the Cabinet, as he could no longer reconcile the values he had initially believed in with the reality of Ruto’s leadership.
"I joined the administration believing in a vision of integrity and national development. But over time, I saw actions that contradicted those values," Muturi stated. "I could not stand by and continue to serve when the truth was being distorted and when decisions were being made that served political interests rather than the public good."
As the political temperature rises ahead of the 2027 elections, Muturi’s accusations will likely ignite further scrutiny of Ruto’s leadership and his plans for the future. With Kenyans facing mounting economic challenges, the debate over the president’s true motivations for his nationwide tours is set to become a focal point in the run-up to the next election cycle.
Muturi’s statement, coming just weeks after his dismissal from the Cabinet, has now cast a shadow over President Ruto’s political narrative. While the president continues to garner support from various corners of the country, the former CS’s outspoken criticism raises critical questions about the direction of the current administration.
