The Intergovernmental Relations Technical Committee (IGRTC) held a productive consultative meeting today with Hon. Wycliffe Oparanya, EGH, the Cabinet Secretary for the Ministry of Co-operatives and Micro, Small, and Medium Enterprises (MSMEs). The meeting, led by IGRTC Member John Kimwela, took place to brief the CS on the implementation of the cooperative function delineation between the national and county governments, as outlined in Gazette Notice No. 16472 published on December 16, 2024.
The discussions centered on clarifying the division of responsibilities between the national and county governments regarding the governance and management of cooperative societies in Kenya. Under the newly defined framework, county governments will be tasked with overseeing the operational and compliance aspects of cooperatives at the local level. In contrast, the national government will continue to provide policy direction, regulatory oversight, and capacity-building support.
During the meeting, CS Oparanya praised the IGRTC for successfully finalizing the transfer of functions process, stressing that this milestone is a significant step toward improving service delivery and governance across both levels of government. He acknowledged the critical role of county governments in supervising cooperatives within their jurisdictions, while the national government would maintain its focus on policy and strategic support.
Joining CS Oparanya were Hon. Susan Auma Mang’eni, Principal Secretary for the State Department of Micro, Small, and Medium Enterprises (MSME) Development, and Patrick Kilemi, Principal Secretary for the State Department for Cooperatives. The IGRTC team was represented by Member John Kimwela, Victor Odanga (Director of Programs), and Monicah Wambua (Director of Corporate Affairs).
The meeting underscored the commitment of both levels of government to ensure the growth, sustainability, and effectiveness of cooperative societies across the country, with each playing a vital role in the sector’s development.
