Kenya's Strategic Approach to Ending Drought Emergencies: A Path Towards Resilience

In 2012, Kenya launched the Ending Drought Emergencies (EDE) strategy, a groundbreaking initiative aimed at building long-term drought resilience in the country's Arid and Semi-Arid Lands (ASALs). This strategy has since become a vital component of Kenya's Vision 2030, as well as a key element in the country’s commitment to international frameworks such as the Paris Agreement and the Sendai Framework for Disaster Risk Reduction.


Under the leadership of the Hon. Principal Secretary for ASALs, Kello Harsama, the EDE initiative has made significant strides toward transforming Kenya's approach to drought management. The EDE Common Programme Framework I (2015–2022) was designed with a clear focus on strengthening economic growth in ASALs and creating robust institutional and financial frameworks for effective drought response.


A 2021 review highlighted notable progress in implementing the EDE strategy, even though Kenya had not fully eliminated drought emergencies by 2022. The country has made significant strides in reducing the severity and frequency of droughts, improving resilience, and enhancing preparedness within vulnerable communities.


As Kenya moves forward, the EDE strategy remains integral to the nation's goals of ensuring sustainable development in the ASALs and combating the growing threat of climate change. Through continuous efforts and strong leadership, Kenya is poised to build a future where drought emergencies are no longer a crisis, but a manageable challenge, with resilient communities that are prepared for any adversity.
