Kesses Member of Parliament, CPA Julius Ruto, has come out in strong support of Interior Cabinet Secretary Kipchumba Murkomen’s call for investigations into former Public Service Cabinet Secretary Justin Muturi, following allegations that he revealed confidential details about the inner workings of the Cabinet and government.
Speaking during a local development function in Kesses, MP Ruto emphasized the importance of maintaining discipline and confidentiality in public service, warning that any breach of trust must be met with firm action to preserve public order and government integrity.
“We have heard CS Kipchumba Murkomen saying the government is conducting investigations to establish the utterances made by former Public Service CS Justin Muturi, who has reportedly revealed secrets of the Cabinet and government operations,” said Ruto. “As a leader who believes in discipline and order in public service, I want to support the Interior CS. If Muturi is found culpable of exposing confidential government information, action must be taken in accordance with the law to bring sanity and uphold public trust.”
The controversy was sparked after Interior CS Murkomen publicly called for an inquiry into Muturi’s recent remarks, which he claimed amounted to a breach of government confidentiality protocols. Murkomen stated that if investigations confirm the violation, the former CS could face arrest under laws that govern the handling of sensitive state information.
According to Murkomen, “No former or sitting public official is above the law. When someone entrusted with confidential government information chooses to go public and violate the Official Secrets Act or any other related statute, they must be held accountable.”
Muturi, who previously served as the Attorney General before taking over as CS for Public Service, has yet to formally respond to the allegations. However, his recent public statements regarding internal Cabinet matters have drawn sharp criticism from government insiders, who argue that such disclosures compromise national security and public trust in state institutions.
MP Ruto, in his remarks, urged all leaders — current and former — to respect the oath of office and adhere to ethical conduct, especially when dealing with information that could impact national stability or internal cohesion.
“Public office comes with responsibility. Whether one is still in government or has left, the duty to uphold confidentiality and discipline remains. We must not politicize security or governance matters. Kenya needs sober, responsible leadership now more than ever.”
The investigation, if launched formally, could set a significant precedent in how Kenya handles the protection of state secrets post-service, and raise new debates about transparency, whistleblowing, and national interest.
