In a significant move to strengthen gender and health advocacy in Kenya, the Kenya Women Parliamentary Association (KEWOPA) in partnership with the Institute of Public Finance (IPF), convened a high-level engagement with Members of Parliament under the Strengthening Parliamentary Leadership for Improved Health and Gender Outcomes (SPALTA) initiative.
The forum, held in Naivasha, brought together legislators from both the National Assembly and Senate, particularly those serving in key oversight and policy-shaping committees including Budget and Appropriations, Finance, Health, Social Protection, and Labour.
The main objective of the meeting was to build the capacity of lawmakers to spearhead gender-sensitive policy reforms and champion inclusive legislation and budgeting processes. Participants were equipped with tools, strategies, and global best practices aimed at advancing gender equality and improving health outcomes across the country.
Among the key issues addressed was the persistent underrepresentation of women in parliamentary committee leadership. Lawmakers called for urgent institutional reforms to bridge this gap and ensure a more inclusive governance structure.
The forum also highlighted the critical role of male champions in promoting gender equity, and emphasized the importance of collaboration with oversight bodies and civil society organizations in tracking and enhancing gender outcomes in public financing.
International models of success were explored, with Uganda’s and Rwanda’s gender-responsive budgeting and gender equity certification serving as leading examples. Legislators discussed how such practices could be contextualized and implemented within Kenya’s budgetary processes.
At the conclusion of the session, Members of Parliament reaffirmed their commitment to gender-responsive leadership, pledging to support inclusive policies that foster equitable development and uphold the rights and well-being of all citizens.
