The Director General of the Kenya Urban Roads Authority (KURA), Eng. Silas Kinoti, on [Insert Date], appeared before the Public Investments Committee on Commercial Affairs and Energy to rigorously defend the Authority’s audited accounts for the Financial Year 2021/2022.

Facing members of Parliament, Eng. Kinoti delivered a robust and unwavering justification of the Authority’s financial records, underscoring KURA’s steadfast commitment to fiscal discipline, transparency, and accountability in the utilization of public resources allocated for the development and maintenance of urban road infrastructure.

“Transparency is not an option for us—it is a fundamental pillar of our operations,” stated Eng. Kinoti. “The audited accounts we presented are not merely figures on paper; they are a reflection of our commitment to integrity in public service and sound financial stewardship.”

The Director General reiterated that the audit process is a cornerstone of responsible governance, offering a critical lens through which internal controls, procurement processes, and risk mitigation strategies are evaluated and continually strengthened. He emphasized that KURA’s financial management systems are not only compliant with the law but are also evolving to reflect international best practices.

“Our internal control mechanisms are designed to detect, prevent, and address inefficiencies, and our risk management strategies are structured to safeguard public investments,” he asserted. “Every shilling allocated to KURA is accounted for with precision and integrity, and we welcome the scrutiny as a necessary tool for institutional growth.”

Eng. Kinoti went on to defend the Authority’s development record, citing a portfolio of transformative urban road projects that have reshaped mobility in major cities and towns. These projects, he said, have significantly decongested urban centers, improved transport efficiency, and boosted economic productivity.

“We do not take lightly the trust that the Kenyan public places in us. Our focus remains on delivering safe, efficient, and modern road networks that serve both present and future generations,” he added.

The Public Investments Committee session forms part of Parliament’s oversight framework aimed at ensuring all state corporations remain accountable and transparent in their financial conduct. Eng. Kinoti’s forthright and confident presentation reflects KURA’s open governance policy and its unwavering dedication to public service excellence.

As urban expansion accelerates nationwide, KURA continues to play a pivotal role in designing and delivering road networks that meet the demands of a rapidly modernizing Kenya. Eng. Kinoti’s assertive defense of the Authority’s audited accounts reaffirms not only his leadership credentials but also the institution’s unshakable commitment to transparency, efficiency, and public accountability.
