Murkomen Criticizes Muturi Over Alleged Withholding of Government Documents, Warns of Legal Consequences

Interior Cabinet Secretary Kipchumba Murkomen has hit out at former Public Service Cabinet Secretary Justin Muturi, accusing him of improperly withholding sensitive government documents and warning that such actions could lead to legal repercussions.

Murkomen’s remarks come in response to a recent interview in which Muturi alleged that President William Ruto was involved in corrupt dealings during his time in office, further claiming that he had retained digital evidence to back his statements.

“The Attorney General at the time said he had kept the documents on email,” Murkomen noted. “In another country, he could have been arrested. The principle of handling government documents is well known.”

Drawing parallels to international precedent, the Interior CS referenced the high-profile case of former U.S. Secretary of State Hillary Clinton, who came under fire in 2016 for using a private email server to conduct official government business, which raised national security concerns.

“In the U.S., if those documents are in your email, that’s a serious national security issue,” Murkomen said. “You remember what happened to Hillary Clinton—one of the biggest problems was that she was communicating with her personal email on national security matters.”

Muturi, in his interview, had claimed to possess soft copies of documents implicating senior government officials in corruption. His statements have stirred political controversy, particularly regarding the handling and security of sensitive state information.

Addressing Muturi’s separate claims that his personal security had been withdrawn due to a strained relationship with the current administration, Murkomen clarified that the move may have been part of a standard scale-down following his exit from government service.

“It could be a scale down since he’s no longer a CS,” Murkomen explained. “I’ll seek clarification from the Inspector General. We don’t play politics in security matters. It’s a matter for the IG, unless he’s escalating it to reach my level.”

Murkomen reiterated that the handling of state documents is a matter of national security and must adhere strictly to established protocols. He urged former officials to respect the rule of law and refrain from politicizing internal government matters.

The Interior Ministry has not indicated whether an official investigation into Muturi’s handling of documents will be launched, but the comments by Murkomen suggest the government may be weighing its options.
