National Assembly Committee on Cohesion and Equal Opportunities Turns Away NCIC Team Over Absence of CEO

The National Assembly Committee on Cohesion and Equal Opportunities, chaired by Hon. Adan Yussuf Haji, has turned away the National Cohesion and Integration Commission (NCIC) Commissioners after they failed to meet the procedural requirements of a summon.

The NCIC team, led by Hon. Eng. Philip Okundi and Mr. Abdulaziz Ali Farah, appeared before the committee to discuss matters of peace and inter-community cohesion. However, the Committee refused to listen to their submissions due to the absence of the NCIC Chief Executive Officer (CEO), who was expected to make the presentation, as per the official invitation sent to the Commission.

Hon. Haji, the Mandera West Member of Parliament, emphasized the importance of adhering to the established procedures, stating that it was the responsibility of the CEO to attend the meeting and address the Committee.

“It is unjustifiable for the CEO not to attend such an important meeting and instead send commissioners,” Hon. Haji remarked.

The Committee chairperson announced that the meeting would be rescheduled for Tuesday next week, with a clear expectation that the CEO would attend in person to present on the Commission's peace initiatives and its efforts toward fostering cohesion among Kenyan communities in 2025.

In response, Hon. Okundi expressed his apologies to the Committee for the CEO’s absence, assuring that the NCIC team would return next week with the CEO to fulfill the Committee’s requirements.

“We will appear next week together with the CEO as directed,” said Hon. Okundi.

This turn of events highlights ongoing efforts by the National Assembly to ensure that government agencies remain accountable and follow proper protocols in engaging with parliamentary committees. The rescheduled meeting will offer the NCIC an opportunity to provide detailed insights into its programs for promoting peace and national cohesion.
