Public Service Principal Secretaries Mr. Kello Harsama and Mr. Ismail Maalim on Tuesday conducted a formal handover of the Special Programmes function during a courtesy visit to the National Cereals and Produce Board (NCPB) headquarters in Nairobi.
The two PSs were received by NCPB Managing Director Mr. Samuel Ndung’u at his office, where they held discussions on the ongoing coordination between the Special Programmes docket and the Board, particularly in matters relating to food security and emergency relief logistics.
The handover marks the official transition of the Special Programmes portfolio from Mr. Harsama to Mr. Maalim, who has now taken up the responsibility of overseeing relief programs and emergency response operations under the government’s broader disaster preparedness framework.
Following the meeting, the two PSs toured the Special Programmes Stores at the Government Central Procurement (GCP) Depot in Nairobi, where Mr. Maalim familiarized himself with the stock management, warehousing operations, and dispatch protocols for relief supplies.
The visit was part of Mr. Maalim’s orientation and grounding in the operational aspects of the Special Programmes mandate, as the government steps up efforts to streamline food aid distribution and improve emergency response systems across the country.
Officials from NCPB and staff from the Ministry of Public Service were also present during the visit.
