PS Medical Services Dr. Ouma Oluga Evaluates Healthcare Progress at Moi Teaching and Referral Hospital

 



On April 28, 2025, the Principal Secretary for Medical Services at the Ministry of Health, Dr. Ouma Oluga, visited Moi Teaching and Referral Hospital (MTRH) to assess its progress in delivering specialized healthcare and its role in advancing Kenya’s Universal Health Coverage (UHC) agenda.

Dr. Oluga commended MTRH for its exemplary performance in offering high-quality specialized care, medical training, and health research. As one of Kenya’s top referral facilities, MTRH handles over 1.5 million patients annually, conducts more than 60,000 surgeries, and performs over 2 million laboratory tests, serving counties across Western Kenya.

During a tour of key departments—including the Radiotherapy Centre, Renal Centre, Catheterisation Laboratory (Cathlab), and MRI unit—Dr. Oluga praised the hospital’s significant investments in technology and infrastructure aimed at improving access to advanced medical services.



He also acknowledged MTRH’s strategic partnerships with institutions in North America and Europe, which have helped strengthen the hospital’s clinical expertise and research capabilities. He further applauded the successful adoption of the Social Health Authority (SHA) model at MTRH, noting its positive impact on speeding up insurance approvals and enhancing service efficiency for patients.

Dr. Oluga emphasized the Ministry’s commitment to fostering collaboration between national referral hospitals and county health facilities. He highlighted the importance of strengthening primary and secondary healthcare systems to ease congestion in referral hospitals.

“To achieve efficiency in the health sector, we must restore public trust, uphold integrity, and deliver quality services,” said Dr. Oluga. “Health workers must remain dedicated to excellence and service delivery.”

Dr. Oluga was received by MTRH CEO Dr. Philip Kirwa, members of the hospital’s board, and senior management. He was accompanied by Mr. Douglas Bosire, Acting CEO of the National Syndemic Diseases Control Council, and Ms. Agnes Tuiyot, a representative from the Social Health Authority.
