Uasin Gishu County Strengthens Health Sector with Financial Management Training for Facility Heads



In a significant step towards improving healthcare service delivery, the County Government of Uasin Gishu, in collaboration with the Council of Governors and AMREF, has concluded a two-day intensive financial management training for health facility in-charges.

The training, held in Eldoret, brought together facility heads, Sub-County Health Management Teams (SCHMT), and the County Health Management Team (CHMT). Its primary objective was to equip health administrators with essential skills to manage public funds effectively, in accordance with the newly launched Operational and Financial Procedures Manual. This initiative is a cornerstone of the Facilities Improvement Fund (FIF) framework, aimed at streamlining budgeting, procurement, and expenditure across all public health facilities.

Dr. Abraham Serem, County Executive Committee Member for Health Services, emphasized the importance of financial discipline and early planning during the opening session.

“If you spend in the facilities, you must adhere to the Public Finance Management (PFM) Act. Proper planning and financial discipline are non-negotiable,” said Dr. Serem.



Dr. Serem also revealed that, for the first time, Level 4 facilities in the county will undergo formal audits to ensure compliance with financial regulations. He urged all health officers to uphold integrity in their financial responsibilities and reaffirmed the Department’s commitment to quality healthcare through transparency and efficient resource management.

In a move to enhance accountability, Dr. Serem instructed procurement officers to verify all medical supplies delivered by KEMSA, ensuring they match approved orders to curb losses and ensure efficiency.

The training also served as a platform to promote the growing Social Health Authority (SHA), with over 387,000 residents already registered. Dr. Serem encouraged facility heads to continue mobilizing community members to enroll and benefit from the program’s broad health coverage.



Dr. Paul Wangwe, Chief Officer for Preventive and Promotive Health, hailed the training as a milestone in health sector reform.

“Uasin Gishu is setting the pace for health sector reforms. With this training, we are ensuring that public funds are used effectively and that essential services reach the people who need them most,” he said.

Sarah Siambi, Director of Supply Chain Management, provided a comprehensive presentation on the procurement process, stressing the need for compliance and procedural accuracy at all levels—from budgeting and tendering to contract execution.

This training marks a critical step in Uasin Gishu’s broader health agenda to promote transparency, improve resource utilization, and deliver impactful services to the county’s residents.
