DG Kapkea Champions Digitization and Youth Empowerment in Uasin Gishu
Uasin Gishu Deputy Governor, Evans Kapkea, has outlined a robust plan to leverage digital transformation as a tool to enhance service delivery and empower the region’s youth. Speaking at a familiarization meeting with the Department of Youth Affairs, Sports, and ICT, Kapkea emphasized the pivotal role of ICT in improving the efficiency of government services, in line with the Nguzo Kumi agenda of Governor Dr. Jonathan Bii.
Kapkea stressed that as the world rapidly shifts towards digital solutions, Uasin Gishu must adapt to these changes to better serve its residents. “The world is changing at a swift pace, and more services are being centralized in our phones or computers. This is the vision of H.E. The Governor,” said Kapkea. He highlighted that simple digital tools, such as USSD codes, could allow residents, even in remote areas, to access essential services like veterinary care.
A key focus of Kapkea’s address was the need for the digitization of more county services, particularly in revenue collection and service accessibility. He pointed out that the county’s revenue systems are already digital, and called for further improvements to make it easier for the electorate to access services through online platforms.
In addition to digital transformation, Kapkea highlighted the need for innovative approaches in youth programs, especially in sports. With Uasin Gishu positioning itself as a sports city, he emphasized the importance of marketing and publicity to attract corporate sponsorships and international partnerships. “Publicity of sports programs will encourage partners and corporates to come in. A sports management company, for example, could come from Europe to scout for talent,” Kapkea said, referring to initiatives like the Governor’s Cup Football Tournament.
Furthermore, Kapkea called for greater collaboration among various county departments to streamline youth-focused programs. Noting that many departments, including Cooperatives, Trade, Agriculture, and Education, offer services that benefit young people, he underscored the importance of synergy in aligning policies and financing for maximum impact.
The Deputy Governor was joined by key officials, including County Executive for Youth Affairs, Sports, and ICT Eng. Lucy Ng’endo, and Chief Officers Felix Kimaru (ICT) and Mark Some (Youth Affairs and Sports), as well as directors and officers from the Governor’s Delivery Unit and related departments.
Kapkea’s remarks underscore Uasin Gishu County’s commitment to embracing digital tools and fostering an environment where the youth can thrive through innovative programs and improved service delivery.
