Implementation Committee Questions Lands Ministry, NLC On Unimplemented House Recommendations on Select Land Cases
Today the Select Committee on Implementation led by Budalangi MP Hon. Raphael Wanjala engaged the Ministry of Lands and the National Land Commission on failure to implement Parliament’s recommendations. Appearing before the Committee, the Principal Secretary in the Ministry of Lands Hon. Nixon Korir appeared before the Committee, alongside the Chairperson of the National Lands Commision Gershom Ottachi.
Of concern to the Hon Wanjala-led Committee was the implementation status of the report of the Departmental Committee on Lands on the inquiry into a complaint by Kamiti Anmer Forest Squatters Association on the allocation of a 419.5 acre’s piece of land in Kamiti Forest.
The squatters are in conflict with three other groups laying claim of the same parcel of land which is yet to be degazetted as public land. The PS, told the Committe that once the Ministry and NLC will commence the titling process once the forest land is degazetted, and urged for the petitioners to initiate the process in consultation with the Kenya Forest Service.
On land matters in the Coastal region, the MPs sought answers on the implementation status of house recommendations on three petitions regarding:
– The restoration of land belonging to Ms Teresia Kesi in Kilifi North Constituency, after a fraudulent transfer of the property to Libya Oil Kenya.
– Securing Land ownership rights to Mwananguvuze residents in Likoni Constituency, on 7 plots of land, 3 of which are still registered as government land, despite occupation by squatters for decades.
-Irregular annexation and fencing of private land by Greatcom limited in Matuga Constituency. This has encroached on other residents’ land, and limited access to public facilities like schools.
The Committee has resolved to undertake further fact-funding visits to the disputed parcels of land to establish the progress of implementation of the House’s Resolutions.
