The NLC hands over It’s Recommendations to the National Government
The National Land Commission Chief Executive Officer Kabale Tache Arero had on Friday handed over the recommendations made by the commission to the National Government.
Speaking during the handing over led by the Cabinet Secretary Alice Wahome,Kabale Tache said the commission had formulated through a collaborative, consultative, and participatory process that involved diverse stakeholders.
“Fourteen years ago in 2009, this country gave to itself a National Land Policy that was not only transformational but also set us on the journey to reforms we had only dreamed of for more than four decades since independence”, Said The lands CEO.
He stated As per the Constitution, the Commission is required to recommend a national land policy to the national government.
He said the Commission believes that these recommendations speak of the aspirations of Kenyans on the manner they would like to see the land sector managed.
“This document took a collaborative approach. Allow me waziri, to sincerely appreciate the partners who came on board to ensure that this process moved on smoothly. I wish to acknowledge the contributions made by FAO & the EU, Pamoja Trust, KELIN, and RECONCILE. And we would not be sitting in this room this morning without the overwhelming support of Habitat for Humanity. As I cannot mention every partner by name, please accept my sincere thanks on behalf of the National Land Commission”,Said the Land Boss.
He commended the Ministry of Lands which is headed by the Cabinet Secretary Alice Wahome for the support they have so far received from them, not only on the formulation of these Recommendations but in other areas too. Asante sana Waziri.
He highlighted the achievements made by the commission through the support of various partners and stakeholders.
Review of grants and disposition of titles: When the Commission still had this mandate, we received a total of 15,513 complaints. Out of these, 5,773 were investigated/reviewed, with 4,088 determined & gazzetted. We are glad that Parliement has deemed it necessary to grant the Commission the necessary power to carry on with this work;
Under the Historical Land Injustices (HLI), the Commission received a total of 3,740 claims out of which more than 130 were admitted, investigated and determinations issued.
On land dispute resolution and conflict management, the Commission has placed a lot of emphasis on Alternative Dispute Resolution/Traditional Dispute Resolution mechanisms, which I am proud to report, are bearing fruits;
Regarding the allocation of public land, the Commission processed over 7,600 requests from Counties for unalienated public land;
Also, the Commission has established a functional GIS lab to support Public Land Inventory (PLI) & Public Land Information System (PLIS), all under the Public Land Information Management
In terms of developmental control, the Commission has prepared 6,800 extensions and renewal of leases; approved 4,290 subdivision/ amalgamation schemes, and processed 3,000 change/extension of user and 3,566 development plans.
Other areas the Commission has achieved commendable results are in the processing of land ownership documents, verification of letters of allotment, sustainable management and use of land & natural resources, land acquisition for public purpose projects and institutional strengthening.
“As we hand over these recommendations, it is our sincere hope that the Ministry and the Commission will continue working together in an interdependent and collaborative manner to deliver the Second National Land Policy”, He stated.
He urged Kenyans of all walks of life to come out and give their views on how they would like to see land managed in the country bearing in mind that they would have to wait for at least the next 10 years to get a similar opportunity to review the National Land Policy.
