Communications Authority of Kenya Unveils Ambitious Strategic Plan 2023-2027

In a momentous event attended by key stakeholders and industry leaders, the Communications Authority of Kenya (CA) launched its highly anticipated Strategic Plan for the years 2023 to 2027.

The launch, held on the 15th of May 2023, saw the Director General of the Authority, David Mugonyi, EBS, delivering a compelling speech outlining the institution’s strategic direction and objectives for the upcoming years.

Among the distinguished guests present were Mr. Eluid Owalo, Cabinet Secretary for the Ministry of Information, Communications, and The Digital Economy; Prof. Edward Kisiang’ani, Principal Secretary for the same ministry; Ms. Mary Mungai, Chairperson of the CA Board of Directors; and Hon. James Ongwae, Chairperson of the Universal Service Advisory Council, along with board members and industry representatives.

In his address, Mr. Mugonyi emphasized the importance of clarity, consistency, and relentless effort in achieving institutional success. He underscored the collaborative and inclusive process that led to the formulation of the strategic plan, which involved input from various stakeholders, industry players, technical experts, and the Ministry of Information, Communications, and The Digital Economy.

Central to the strategic plan is the recognition of Kenya’s ambitious ICT goals and its potential for economic transformation.

“Aligned with national and international frameworks such as the Bottom-Up Economic Transformational Agenda and the United Nations 2030 Agenda for Sustainable Development, the plan aims to leverage ICT as a catalyst for development and empowerment”,He stated.

According to the Director,The strategic plan is anchored on four pillars: Meaningful Connectivity to ICT Services, Empowerment and Protection of ICT Consumers, Fostering Competitive ICT Markets and Emerging Technologies, and Enhancement of Organizational Efficiency and Effectiveness. These pillars support 17 strategic goals, ranging from increasing broadband penetration to enhancing cybersecurity and promoting digital inclusion.

Mr. Mugonyi highlighted the importance of bringing connectivity to more Kenyans, empowering consumers, fostering competitiveness, and embracing emerging technologies such as artificial intelligence.

He also emphasized the need for a robust regulatory framework to support innovation and ensure consumer protection.

Furthermore, the Director General outlined a comprehensive implementation plan with specific targets, aiming for a 95% success rate. The plan includes a rigorous risk management module to mitigate potential disruptions and delays.

The launch of the strategic plan marks a significant milestone in Kenya’s journey towards a sustainable digital society, driven by innovation, inclusivity, and economic prosperity.
