Blue Economy, Water, and Irrigation Committee Plans Activities for Remainder of 2024

The Blue Economy, Water, and Irrigation Committee, chaired by Hon. Kangogo Bowen (Marakwet East), convened today to outline its priorities and activities for the remainder of 2024. The committee’s meeting focused on reviewing and scrutinizing budget allocations and expenditures related to key government projects under the Ministry of Water, Sanitation, and the Blue Economy.

During the session, members were briefed by the Parliamentary Budget Office (PBO) on the performance of various government ministries and agencies (MDAs) in relation to the 2023/24 financial year budget. The committee is expected to conduct in-depth assessments of the financial utilization of funds allocated to various State Departments and their respective agencies.

Key areas of focus for the committee will include:

1. **State Department for Water and Sanitation**: The committee plans to examine the spending patterns of key water and sanitation agencies, including the Kenya Water Institute (KEWI), Water Works Development Agencies, the Water Resources Authority, and the Water Trust Fund.

2. **State Department for Irrigation**: The committee will scrutinize the implementation of major irrigation projects, including the Badasa Dam project by the National Water Harvesting Authority, the Galana Kulalu Irrigation Development Project by the National Irrigation Authority, and Phase 1 of the Mwache Dam project.

3. **State Department for Blue Economy and Fisheries**: The committee will assess the progress and expenditure related to the Marine Stock Fish Assessment and the Liwatoni Ultra Modern Fish Hub, both of which are pivotal to the country’s maritime and fishing sector.

Hon. Kangogo Bowen emphasized the committee’s commitment to ensuring accountability in the utilization of public funds for these critical infrastructure projects, which are expected to contribute significantly to Kenya’s economic development and sustainability in the long run.

This meeting marks the beginning of an intensive period of oversight, with the committee planning to hold further engagements and field visits to monitor progress on the ground.
