Budget Committee Considers Legislative Amendment Proposal

The National Assembly Select Committee on Budget & Appropriations has today held engagements with proposers of Draft Bills to consider and recommend Legislative Amendments before they are published as Bills.

Led by the Committee Vice – Chair, Hon. Mary Otucho Emaase, the Committee approved the following raft Bills without amendments; Sexual Offences (Amendment) by Hon. Donya Aburi, Carbon Credit Trading and Benefit Sharing Bill, 2023 by Hon. Joseph Lekuton, National Police Service Commission (Amendment) Bill, 2023 by Hon. Dr. Peter Masara, Health (Amendment) Bill, 2023 and Capital Markets (Amendment) Bill, 2023 both by Hon. Abraham Kirwa, Advocates (Amendment) Bill by Hon. Owen Yaa Baya, and the National Government Co-ordination (Amendment) Bill, 2022 by Hon. Simon King’ara.

The Budget Committee further approved some legislative proposals with amendments. Namely, the National Cordination (Amendment) Bill, 2023 by Hon. Mutuse Eckomas Mwengi and the Poverty Eradication Bill, 2022 by Hon. John Waluke Koyi.

Members of Budget Committee recommended that the Poverty Eradication Bill, 2022 be expounded to explain the role of Poverty Eradication Authority as it had been proposed and clarify whether the said Authority will play the coordination or implementation roles and also highlight the correlation between the Authority and existing Povert Eradication schemes like Uwezo Fund and Youth Development Fund.

The Budget Committee will tomorrow consider the following draft Bills; the Lands Registration (Amendment) Bill 2023, the Salaries and Remuneration Commission (Amendment) Bill 2023, the Public Participation Bill 2023, the Central Bank(Amendment) Bill, 2023, the Procurement and Asset Disposal (Amendment) Bill 2023, the Public Service Human Rights Audit Bill 3023 and the Social Assistance (Amendment) Bill 2023
