Committee on Education Concludes Consultative Engagements With the Ministry Officials Over Supplementary Estimates I

The Departmental Committee on Education chaired by Hon. Julius Melly (Tinderet), has concluded discussions with Ministry officials on the Supplementary Budget estimates for the current financial year.

Higher Education PS Beatrice Inyangala, along with heads of government agencies in the State Department today engaged with the Members of the House Team over the First Supplementary Estimates for the 2023/2024 fiscal year.

PS Inyangala emphasized the urgent need for funding to support the State department’s operations, totaling Kshs.3.528 billion. A significant portion, Kshs.1.180 billion, is allocated for the operationalization of the Open University of Kenya.

Earlier, representatives from the Teachers Service Commission (TSC), led by Antonina Lentoijoni, the acting director of staffing, made a presentation on behalf of the Commission’s Chief Executive Office, Ms. Nancy Macharia.

They explained that Dr Macharia was unavailable as she was supervising KCSE exams. They were put to task on the fate of the intern teachers that were recruited by the Commission on a one year contract early this year.

The TSC officials, however, were unable to provide a satisfactory response, a matter that prompted Hon. Melly to direct that the Commission furnishes the Committee with detailed information on the plan they have for the new teachers.

On Monday, CS Machogu and Principal Secretaries Esther Muoria and Dr. Belio Kipsang also submitted proposals to the House team.

PS Muoria explained the need for Kshs.100 million to induct and train newly recruited Vocational and Technical Trainers.

Additionally, PS Kipsang sought the committee’s support in obtaining an additional Kshs.22 billion to address a budget shortfall in the school capitation program which is crucial for the proper functioning of secondary institutions.
