EACC Investigates Allegations of Corruption at Moi University

The Ethics and Anti-Corruption Commission (EACC) has confirmed that investigations into allegations of corruption and theft of public funds at Moi University are ongoing. The investigation, which began in June 2024, follows claims that senior management officials at the university, in collusion with private consultants, orchestrated a scheme for illicit enrichment through fraudulent and irregular multi-million tender awards for key development projects.

According to the EACC, the allegations revolve around Moi University’s procurement process, which allegedly involved the hiring of Habitech Consultants—private contractors—at exorbitant rates, bypassing the available services of government professionals from the Ministry of Public Works. The university has reportedly engaged Habitech Consultants over the past seven years, during which time the company is believed to have aided top university officials in executing fraudulent schemes related to infrastructure projects.

As part of the ongoing investigation, the EACC has already interviewed and recorded a statement from Moi University Vice Chancellor, Prof. Isaac Kosgei, who serves as both the CEO and accounting officer of the institution. The Commission has so far recorded 59 statements from individuals connected to the matter.

Additionally, four members of the University Council have been summoned by the EACC. These individuals are believed to possess critical information that could help advance the investigation.

The Commission has reiterated that the outcome of the investigation will determine the appropriate legal actions against any individuals found to be involved in corrupt activities.

In the meantime, the EACC is calling on Moi University to cooperate fully with the investigation to ensure its swift and thorough completion.

“EACC is committed to ensuring transparency and accountability in all public institutions. The full cooperation of Moi University in these investigations is essential to bring about justice,” said Eric Ngumbi, spokesperson for the Ethics and Anti-Corruption Commission.

The ongoing inquiry has garnered significant public interest due to the scale of the alleged corruption and its impact on public funds. The EACC continues to work towards a timely and transparent resolution of the matter.
