House Committee Engages Intergovernmetal Relations Technical Committee
The Constitutional Implementation and Oversight Committee(CIOC) chaired by , Hon. Gathoni Wamuchomba(Githunguri) met with the Intergovernmental Relations Technical Committee (IGRTC) regarding the progress made in Implementation of its Mandate on the Implementation of the Constitution.
The IGRTC is established as anIntergovernmental Relations (IGR) structure to promote consultation and co-operation between the Nationaland County Governments and amongst County Governments.
The Technical Committee led by its Chairperson, Mr. Kithinji Kiragu said that they face numerous challenges including the inadequate budgetary provisions, whichcompromises the effectiveness of the organization in delivering its mandate.
He further added that the slow pace in review of pre-devolution legislation to align the devolved system of governance and frequent friction between institutions involved in the implementation of devolved governance caused by variedinterpretation of their powers are among the challenges they face as an institution.
Members of the Committee was questioned why the organisation faces budgetary issues yet they should be an independent body managing their own funds.
In response, Mr. Kiragu asserted that the organization was created to be independent although the environment they are in is not conducive for them. He added that they operate independently as secretariat in the of Council of Governance.
The Committee expressed it’s concerns and promised to lobby for the organization to be independent. They further urged Mr.Kiragu to be vibrant.
