Justice and Legal Affairs Committee to Consider Two Crucial Amendment Bills
The Justice and Legal Affairs Committee chaired by Hon.George Murugara (Tharaka) is set to consider two crucial legislative proposals.
The two proposals, the Political Parties (Amendment) Bill, 2022 and The County Governments (Amendment) Bill, 2023 are sponsored by Hon. Wanami Wamboka (Bumula) and Hon. David Ochieng (Ugenya) respectively.
Hon. Wamboka in his proposed Amendment Bill is seeking to amend the political Act no. 2011 to provide for the establishment of office of the official Opposition Leader and the official Deputy Opposition Leader.
The justification for establishing the two offices is to accommodate the fact that candidates from the political party that receives the second greatest number of votes in a Presidential Election derive their mandate directly from the people.
“The person should therefore be accommodated in the political process to promote active participation by individual citizens in political life including organizing civic education in democracy and other electoral processes; and influencing the shaping of public opinion on matters of good governance, democracy and electoral processes,” part of the amendment Bill reads.
On the other hand, the County Governments (Amendment) Bill, 2023 seeks to amend the County Governments Act (No.17 of 2012) to provide for procedures for the removal of speakers of the county assemblies that accord with Articles 47 (2) and 236 of the Constitution.
Members of the committee are now expected to conduct a pre-publication scrutiny and give their comments on the two Bills.
