National Assembly Education Committee Reviews Supplementary Estimates II for Education Sector
The National Assembly Committee on Education, under the leadership of Hon. Julius Melly (Tinderet), convened on Tuesday, May 21, 2024, to scrutinize the Supplementary Estimates II for the Financial Year 2023/24 pertaining to the Ministry, Departments, and Agencies within the Education Sector.
Submitted on May 2, 2024, as mandated by Section 44 (1) of the Public Finance Management Act 2012, the Supplementary Estimates II highlighted proposed adjustments amounting to an overall increase of Kshs 2 billion. This adjustment signals a notable reallocation of funds within the sector.
During the review process, the Committee carefully examined the implications of the proposed changes on both the Ministry of Education and the Teachers Service Commission (TSC). Of particular concern were issues surrounding the employment status of Junior Secondary School (JSS) interns and teachers, as well as promotion prospects within the TSC and the Ministry of Education.
Hon. Julius Melly underscored the Committee’s dedication to resolving these challenges, emphasizing their commitment to addressing issues related to the recruitment and employment of JSS interns and teachers.
In response to these concerns, the Committee intends to engage with the Teachers Service Commission and other relevant stakeholders to seek solutions and alleviate the identified challenges.
Looking ahead, the Education Committee is tasked with presenting its comprehensive report on the Supplementary Estimates II, along with the Report on the 2024/25 Budget Estimates, to the Budget and Appropriations Committee.
