OTUOMA LAUNCHES 100 DAYS RRI PROGRAM WITH PLEDGE TO ACTUALIZE IT
Busia Governor, H.E Dr Paul Nyongesa Otuoma today launched the Rapid Results Initiative program, 12 days since taking over the mantle of leadership as the second governor.
Addressing the press after the launch at Hotel Breeze, Dr Otuoma said the day marks the official start of the 100 days to deliver on his manifesto’s 100 days RRI deliverables.
” The progress of our deliverables will be reviewed every 25 days from today. Since work is still in progress, the County Executive Committee Members, Chief Officers and Directors have been inducted on how to implement it to the letter,” he said.
The Governor who was flanked by his Deputy, H.E Arthur Odera said pursuant to section 137(1) of the PFM Act he has constituted County Budget and Economic Forum (CBEF) for the purposes of overseeing and coordination of his administration’s 100 days RRI deliverables,” he noted.
He added, ” I further constitute the following Sub Sector Task Forces for the purposes of implementing the RRI. The task forces shall include but not limited to; health and sanitation, agriculture, livestock and fisheries, finance and economic planning and human resource and public administration.
He went on, ” These task forces shall be responsible to CBEF and answerable to the Office of the Governor. The revitalization of CBEF is aimed at looking at all operations for efficient service delivery, calling on all civil servants to have paradigm shift and have mindset to allign with the new government.”
H.E Otuoma said the taskforce has been tasked with the passage of the supplementary budget, develop and finalize the 10-year County Sectoral plans, develop and finalize third generation CIDP, appoint and induct CECs, Chief Officers and Critical Personnel and restructure departmental administrative processes for health, agriculture, water, Finance, Trade Public Servive Management, infrastrure, Lands, Youth and Education.
The duties of the task force will be to host development partners consultative partnership framework meeting, complete the launch of at least 10 flagship projects, restructure the revenue collection framework, identify administrative office space for county staff up to village level,
Others are issue Executive Order No 1 of 2022, restructuring County Government of Busia, develop operational framework for enacted county legislation, fast track pending legislations, audit Human Resource and Payroll and Busia Municipality Management.
The County Chief said it’s regretable that the outgoing administration is relying on National Hospital Insurance Fund and market fees to generate revenue, a feat that makes it difficult to meet own revenue target, adding that revenue from trailer parks has been hampered owing to lack of trailer parks or parking space.
” Failure to avail Facility Improvement Fund to hospitals, especially Busia County Referral Hospital, has denied these institutions services to carry essential services including lack of ingredients for dialysis and system failures.
