Parliament Supports Reinstatement of NLC Budget Amidst Proposed Cuts

Members of the National Assembly have united in support of restoring the National Land Commission (NLC) budget in the proposed supplementary budget. The National Assembly Lands Committee members have unanimously endorsed the need to secure the NLC’s funding to ensure it can effectively carry out its responsibilities.

The National Treasury had previously proposed significant reductions to the NLC’s budget, suggesting a cut of Ksh 147.7 million from the development budget and Ksh 86.2 million from the recurrent budget. These proposed cuts posed a serious threat to the Commission’s ability to manage its mandate, particularly affecting the conclusion of Historical Land Injustice (HLI) claims.

The NLC has received a total of 3,742 HLI claims and has admitted 1,137 cases to date. With the current budgetary constraints, there is a concern that the Commission will not be able to complete these pending cases within the statutory deadline of September 2026.

In addition to addressing historical land injustices, the NLC is also tasked with processing and issuing approximately 40,000 letters of allotment in the current financial year. This initiative is projected to generate Ksh 1 billion in revenue for the government.

The Lands Committee’s support for the NLC’s budget is seen as a critical step in ensuring that the Commission can meet its statutory obligations and contribute effectively to land administration and revenue generation.
