President Ruto Appoints Musalia Mudavadi as Acting Cabinet Secretary for Vacant Ministries

President William Ruto has appointed Prime Cabinet Secretary Musalia Mudavadi to serve as Acting Cabinet Secretary for all vacant ministerial positions, according to a gazette notice issued on July 12. This move follows the President’s decision to dissolve his entire Cabinet and terminate the position of Attorney General in a dramatic reshuffle announced on July 11.

In the gazette notice, President Ruto invoked Article 152 (5) (a) of the Kenyan Constitution to formally assign Mudavadi the role of Acting Cabinet Secretary across the vacant ministries. The notice also detailed the dismissal of 21 Cabinet Ministers, including the Attorney General, marking a significant shift in the administration’s structure.

“The review and re-organization of my administration are necessary to embed operational enhancements and foster responsive governance,” President Ruto stated in the gazette notice. The reshuffle is part of the President’s broader strategy to address the feedback from Kenyans on the government’s performance.

This administrative overhaul comes amidst ongoing legal challenges regarding the propriety of the Attorney General’s dismissal. Critics have argued that the dismissal process did not adhere to legal protocols, raising questions that are now being scrutinized in court.

In a statement, President Ruto emphasized that the decision was made after considerable public input and is intended to improve the efficiency of the government’s functions. “By the Authority vested in me by the Constitution and the Laws of the Republic of Kenya, I hereby order and direct that in accordance with Article 152 (5) (b) of the Constitution, the Cabinet Secretaries listed below have been dismissed from office as stated,” the President’s notice read.

Musalia Mudavadi, who previously held the position of Prime Cabinet Secretary, will oversee the operations of the vacant ministries until new appointments are made. This temporary arrangement is expected to facilitate a smooth transition during the reorganization process.

As President Ruto’s administration embarks on this period of significant change, the nation awaits further developments on the appointment of new Cabinet Ministers and the resolution of legal disputes related to the recent dismissals.
