Regional Development Committee Issues Stern Warning to PS Immigration and Citizen Services After Five Missed Meetings

The Regional Development Committee of Parliament has issued a strong warning to the Permanent Secretary (PS) for the State Department of Immigration and Citizen Services, Amb. Prof. Julius Kibet Bitok, following his repeated failure to attend five scheduled meetings. The PS was expected to provide vital information regarding the admission, operations, and management of refugees residing in various camps across the country.

At a tense session held on Tuesday, Committee members expressed growing frustration over the PS’s continued absence despite several invitations. Hon. Peter Lochakapong (Sigor), the Committee’s chairperson, led the session and emphasized that the PS’s failure to appear before the committee could no longer be tolerated.

“This is a serious concern. The PS has been invited several times and has declined to appear before this Committee. As a result, we have no choice but to issue a formal summon for him to appear and address critical issues regarding refugee affairs in the country,” Hon. Lochakapong stated.

Members of the Committee voiced their dismay at the persistent lack of response from the PS, underscoring the importance of his attendance in ensuring the effective management of refugee issues, which remain a pressing national concern.

“This issue is unacceptable and must be addressed immediately,” said Hon. Mary Wamaua. “We must not allow this continued absence to undermine the work of the Committee.” Hon. Wamaua further suggested that the Committee explore the possibility of a censure motion against PS Bitok for his repeated non-compliance.

The frustration among the Committee members was palpable, with Hon. Wambua, the Vice-Chairperson, urging legal counsel to provide guidance on the next steps, given the gravity of the situation.

“This is a matter that requires serious action,” said Hon. Wambua. “We need to follow the appropriate legislative procedures to ensure that the PS is held accountable for his neglect.”

In response to the growing dissatisfaction, Hon. Lochakapong instructed the Committee to issue a formal summons to PS Bitok, in line with legislative practices and Standing Orders. He further stated that such a step was necessary to ensure that the PS fulfills his constitutional duties to Parliament.

The meeting was attended by several Committee members, including Hon. Dekow Barrow, Hon. Kazungu Tungule, Hon. Joseph Cherorot, Hon. Khamisi Chome, Hon. Letipila Dominic, and Hon. Amina Udgoon, all of whom supported the call for accountability.

The matter now rests with the Committee, as they prepare to take further action if the PS continues to defy the summons.
