Kevin Kiprono, a resident of Uasin Gishu County, has formally requested detailed information from the county government concerning its financial and administrative activities over the past two years.

This request, submitted to Mr. Eliud Chemaget, the County Chief Officer of Finance, underscores growing public demands for transparency and accountability in local governance.

In his letter, Kiprono cites the constitutional right to access information as enshrined in Article 35 of the Kenyan Constitution and supported by the Access to Information Act, 2016. He is seeking comprehensive details on several key areas:

County Integrated Development Plan (CIDP): Kiprono requests the approved CIDP and related approvals to understand the strategic planning and development priorities of the county.

Financial Reports: The resident seeks financial reports for the fiscal years 2022 through 2024 to assess the county’s economic health and resource management.

Contracts and Tenders: He is asking for a list of all contracts awarded between September 2022 and 2024, including the CR12 forms of each contractor. This information will reveal the origins and affiliations of the contractors.

Devolution Conference: Kiprono seeks details on the budget and expenditures related to the recent Devolution Conference to ensure proper allocation and use of funds.

Sisibo Project: A report detailing the Sisibo project’s expenditures, totaling Sh 1.4 billion, is requested, including specifics on account numbers, bank details, and financial transactions.

County Budget and Economic Forum: He also asks for records of the County Budget and Economic Forum’s members, minutes, and reports, as mandated by Section 137 of the PFM Act of 2022.

Kiprono’s request aims to enhance public oversight, promote accountability, and facilitate informed debate about local governance. The letter requests that the information be provided within 21 days.

This move reflects a growing trend among citizens demanding greater transparency in government operations, as residents seek to ensure that public resources are managed effectively and equitably.
