Senate Finance Committee Meets to Deliberate on the Equalization Funs Appropriation Bill, 2023
The Senate Standing Committee on Finance and Budget chaired by Mandera County Senator Ali Roba held a meeting this Thursday to deliberate on the Equalization Fund Appropriation Bill, 2023 (Senate Bills No. 30 of 2023).
During the Thursday`s meeting the committee listened to submissions on the Bill from the Commission on Revenue Allocation.
Commission on Revenue Allocation delegation led by its Chairperson Mrs. Mary Wanyonyi Chebukati revealed to the Committee the need to revise the schedule to include a row or an additional schedule for the recurrent expenditure for the Equalization Fund Board Secretariat.
“This will provide clarity on how the total sum of the Equalization Fund adds up to Ksh. 10, 867, 400, 000,” stated Mrs. Chebukati.
The Commission further recommended introduction of a clause in the Bill to address the question on lapse of approval.
“Introduce clause 7 on the lapse of approval, this is necessary, given that the implementation of the projects may in some cases extend beyond one financial year,” explained CRA Chairperson.
“The Bill should therefore contain a statement that, this is a multi-year Bill and that it shall continue to be in force until all the projects identified for implementation under the Bill are completed,” she emphasized.
Later, the Committee held a meeting with the Public Procurement Regulatory Authority to deliberate on a statement concerning the status of Access to Government Procurement Opportunities (AGPO) Programme.
The Public Procurement Regulatory Authority team was led by the Director General Mr. Patrick Wanjuki.
Committee Members present were Mandera County Senator Ali Roba (Chairperson), Sen. Tabitha Mutinda (Vice Chairperson), Kakamega County Senator Dr. Boni Khalwale, Mombasa County Senator Mohamed Faki and Migori County Senator Eddy Oketch.
