Staff Audit Report, Report flags off 112 ghost workers

A human resource audit of Elgeyo Marakwet County has establishment that some 112 employees appear on payroll but failed to turn up for the exercise that was conducted in March.

In a report that was handed over to Governor Wisley Rotich, the report also highlighted various gaps in the human resource management in the County Government.

Governor Rotich in March commissioned the staff audit to ascertain the status of staffing in the County.

The exercise was conducted by the Institute of Human Resource Management (IHRM) who were contracted by the County.

For instance, the report disclosed that 2858 turned up for the exercise while the payroll identified 2611 staff.

The findings also noted that the 211 failed to turn up for the audit exercise, raising suspicion that they did not have requisite qualifications or were ghost workers.

The IHRM team led by Mr Wycliffe Nyakina gave the County Government an unqualified audit opinion and called for implementation of its recommendations, which include taking remedial steps to seal all loopholes in staffing.

Governor Rotich announced that an implementation Committee would be formed to look into all issues raised in the 769 page report.

He further directed that salaries for the 112 staff who did not participate in the audit exercise be stopped pending investigations on their identities and roles in the County.

He said the audit report would be used to streamline the County workforce to be more responsive to the needs of the public and guarantee value for money, paid in salaries.
