Stakeholders Voice Diverse Perspectives on Narcotic Drugs and Psychotropic Substances Control Bill

The Senate Standing Committee on National Security, Defence, and Foreign Relations convened a stakeholders’ forum to deliberate on the Narcotic Drugs and Psychotropic Substances Control Bill, 2024. The bill, sponsored by Deputy Speaker Kathuri Murungi, who also serves as the Meru County Senator, has sparked considerable interest and debate among various sectors of society.

Representatives from a spectrum of organizations, including governmental bodies and civil society groups, presented their perspectives on the proposed legislation. Among the key stakeholders were the Ministry of Interior and National Administration, the Ministry of Health, the Intergovernmental Relations Technical Committee (IGRTC), the Pharmacy and Poisons Board, the Kenya Medical Research Institute, the Kenya Agricultural and Livestock Organization, Maendeleo ya Wanawake, Meru University, and the Directorate of Pyrethrum and Industrial Crops.

In addition to governmental bodies and academic institutions, religious organizations such as SUPKEM, the Kenya Association of Muslim Medical Professionals, and the Igembe Pastor’s Network also contributed their insights.

During the forum, stakeholders expressed varied opinions on the bill, with some offering support and others raising objections. Those in favor of the legislation highlighted its potential to enhance control measures and mitigate the adverse effects of narcotic drugs and psychotropic substances. Conversely, dissenting voices urged senators to reconsider the bill, citing concerns about its potential impact and efficacy.

Following the submissions, the Senate Committee announced plans to conduct further public participation meetings to gather additional feedback from citizens across the country. These consultations aim to ensure thorough consideration of diverse perspectives before reaching a conclusive decision on the Narcotic Drugs and Psychotropic Substances Control Bill, 2024.

As discussions continue, stakeholders eagerly await the outcome of the deliberations, which will significantly shape the future of drug control policies in Kenya.
