The National Assembly’s Select Committee on NG-CDD Winds the First Phase of Public Partcipattion Over Proposed Law

The National Assembly’s Select Committee on National Government Constituency Development Fund, led by Hon. Musa Sirma, over the weekend successfully concluded its initial phase of public hearings across multiple counties. The committee organized the public participation sessions into four sub-committees, which were led by Hon. Musa Sirma, Hon. Kassim Sawa, Hon. Dr Gideon Ochanda, and Hon. Joshua Mwalyo.

In Eldama Ravine, Hon. Musa Sirma presided over a productive public hearing attended by a substantial gathering of Baringo County residents. Among them, Mr Kimaiyo voiced his support for entrenching NG-CDF in the Constitution to curb unnecessary legal disputes. He advocated allocating increased funds to less conventional sectors like sports, which would offer employment opportunities to youth and enhance their well-being through active lifestyles.

Hon. Beatrice Elachi, highlighting the positive impact of NG-CDF, lauded its role in levelling the educational playing field. She stressed how NG-CDF has not only transformed infrastructure but has also aided students through bursaries, emphasizing that education is the great equalizer.

“I wish we can make arrangements and invite all the bursary beneficiaries at Kasarani stadium the way Equity Bank does so that people can appreciate how NG-CDF has touched many lives”, said Hon. Elachi.

Expressing admiration for NG-CDF’s achievements, Hon. Akuja recommended reevaluating bursary caps and prioritizing disbursements based on urgent needs. He also proposed raising the allocation of the National Government Constituency Development Fund from 2.5% to 5-10%, aiming for more impactful community projects.

In his closing statements, Chairperson Hon. Musa Sirma commended the significant turnout of residents eager to voice their opinions on the crucial matter of NG-CDF. He celebrated how NG-CDF had facilitated the establishment of day secondary schools, thereby promoting higher enrollment and retention rates.

Hon. Sirma wondered at the opposition to this noble initiative and drew parallels with the successful implementation of a similar concept in Canada. He recounted Canada’s experience of exhausting projects due to the effectiveness of their constituency development fund, leading to the return of unused funds.

“Sometimes you wonder how a person in their right mind would want to stop such a noble idea. What would be their motivation ?”, posed Hon. Sirma.
