Ward Bursary committees sensitised on Bursery Act
The department of Education and ICT today commenced public participation exercise for the Ward Bursary Committee members from Sitatunga, Kaplamai ,Makutano and Sinyereri wards.
Speaking to the participants during the sensitisation meeting, the Director of Vocational Training Eliud Lusweti said the main aim of the training is to ensure that the committee members understand the Trans Nzoia County Elimu Bursary Act 2014.
Lusweti added that the sensitisation meeting will also allow members of the committee to understand their roles in the selection of beneficiaries of the fund while carrying out the bursary disbursement process to the extremely needy students in the wards.
He took over the participants on the three parts of the Bursary Committee Act that includes the title, interpretation and the objective of the Act.
The content of the Act also entail the formation of the committee member’s, regulations of the Act offences, appeals review and disclosure of interest.
The Act stipulates that the bursaries should only be awarded to extremely needy students from the county in Secondary, Colleges and Universities with priority to orphans, students with single parents, poor parents besides students pursuing quality education.
Part B of the Act also stipulates that the establishment and the disbursement of the Trans Nzoia County Elimu Bursary fund will also depend on the availability of funds to support the needy students.
It also defines how the funds will be disbursed or channeled from the Elimu Bursary Board through the bursary committee and to the needy and bright students.
lawsuit urged members of the committees to ensure fairness and transparency in the identification of beneficiaries to minimise complains from member of the public.
The board shall make sure that all the beneficiaries names will be published and displayed in public places and shopping centers, reads the Act in part.
For each disbursement the board shall ensure that they set aside 30% of the total bursary funds to support students from the vocational Training Centres (VTC) across the ward.
The board has developed a formula that will guide the disbursement which includes names of the students as per the school admission number, institutions category, the class, the current marks, day or boarding student, name of the parent, contact, ward, village needs and status e.g orphans partial Orphans.
Also in attendance were Cherangany Sub County Administrator Wycliffe Khamala, Administrator in the Education department Gideon Chumba among other officers.
