County Government of Elgeyo Marakwet Commences Citizens Participation Models Project

The implementation of a research study funded by the US National Science Foundation and spear-headed by Prof. Mike Touchton of University of Miami and Prof. Tara Grillos of Purdue University commenced this week with the first two village projects being prioritized by citizens.

The study will target ninety villages with real projects whose prioritization will be determined using three approaches whose impact on project sustainabillty and maintenance behavior of beneficiaries will be studied.

The approaches to be applied are deliberations, voting and consultative. The deliberative approach will entail villagers identifying their respective priority projects by discussions and consensus on one project to be funded.

The voting approach will see villagers voting individually by choosing one project and the project with the highest votes will be funded.

For the consultation approach, a survey will be done at the household level without PP forums and project surveyed to be of the highest need will be funded.

The 90 sampled villages will be divided into 3 groups of 30 villages each. Each group will be treated to one of the approches. The villages will be equitably distributed in all wards.

Kapterik and Kessup villages in Tambach Ward became the first villages for the study this week after they were chosen as pilot villages to test the study tools and processes.
