Why BCRUP?
Building Climate Resilience of the Urban Poor (BCRUP) is a flagship programme arising from the High-Level Presidential initiative that Kenya launched at the UN Climate Action Summit, 2019 in New York.
With the rapid growth in cities and urban areas, the number of urban poor populations has been increasing such that today we have nearly 1 billion people living in informal settlements s is a major aspect to be integrated into the climate emergency discourses.
BCRUP was launched by the UN Secretary General and is championed by Kenya and Brazil, seeks to address the critical issue of implementation on the ground of the climate and urban agendas defined at the global, regional and national levels, in compliance with the motto of leaving no one or no place behind.
BCRUP aims in particular to concretely improve the living conditions of millions of city dwellers living in slum and informal neighborhoods of cities, building their resilience capacity after climate-related disasters and shocks, and a low carbon trajectory to their development.
BCRUP champions the coordinated action required to reduce urban vulnerability to climate change impact and stop the advancing of urban crisis. Kenya is tasked with reporting on BCRUP implementation and achievements to the UN Secretary General’s Climate Action, with the support of Team as Brazil.
Given the place-based and local context nature of adaptation and resilience to climate change and given the devolution policy successfully being implemented in the country, Kenya found it appropriate to spearhead and accelerate the implementation of BCRUP and designated the United Cities and Local Governments of Africa (UCLG Africa), the umbrella organization of subnational and local governments on the African continent as the lead implementation partner of BCRUP, that will collaborate in this endeavor with the African Union Commission, UN-Habitat and the Commonwealth Secretariat. The State Department for Housing and Urban Development Kenya serves as the focal point in overseeing the BCRUP advancing the development of the initiative.
BCRUP bears a huge positive prospect for the majority of city dwellers living in informal settlements of cities.
The launch of BCRUP in Nairobi Kenya is one of the highlights of the Africa Climate Summit (ACS).
