House Committee Puts Auditor General to Task on Employment Diversity

The Committee on National Cohesion and Equal Opportunity met with the Office of the Auditor General regarding the status of employment diversity and 30% Procurement Reservation for Special Interest Groups.

In a session chaired by Hon. Yusuf Adan, Committee Members scrutinized documents submitted by the OAG’s office led by the Auditor General, CPA, Mrs. Nancy Gathugu.

The Office of the Auditor General has one thousand, six hundred and sixty-two (1,662) staff in OAG, 52.05% of employees are from two (2) communities. OAG has also employed only twenty-five (25) out of forty-six (46) ethnic communities in Kenya.

The Committee queried the skewed representation with Legislators asking why the was overrepresentation of some of the communities and the measures put in place strategy to ensure there is a representation of the other twenty-one (21) communities.

Regarding Persons Loving with Disabilities, OAG has employed only thirty-four (34) PWDs which is to 2.05% contrary to the Constitutional requirement of 5%.

Lawmakers also queried how OAG verifies and authenticates the status of the companies owned by the disadvantaged groups to ensure fairness and transparency e.g., AGPO certificates, companies’ licenses, tax compliance certificates, etc.

Members of the Committee on National Cohesion and Equal Opportunities expressed dissatisfaction with the presentation by the Office of the Auditor General.

The Committee directed the Office of the Auditor General to provide supporting documents on samples of tender advertisements, evaluation committee reports, and payment status of the companies whose goods and services have been procured.
